To further add to the sequence of cleaning activities, the bigger concern is usually around the dusting step with respect to the dust falling to the floor and not getting vacuumed up in the end. If you vacuum your floor first and then dust down a cabinet then there will be dust and smaller items that vacuuming the floor will pick up.

As a reminder, you definitely want to complete all of your dry cleanings before wet cleaning. Dust and vacuum before wet wiping down ornaments or shelves, glassware or polishing wooden furniture, etc. This will actually be the bigger concern from a sequential ordering that the dusting vs vacuuming sequence.
